Background
CE2 Engineers, Inc. (CE2), a civil engineering and construction management firm based in Anchorage, Alaska, was founded in 1985 by bush engineer / contractor Chuck Eggener, P.E., and bush construction superintendent Brian Aklin. The firm was established to provide Alaska communities with planning, design engineering, and force account construction management services. Incorporated in 1992, CE2 pioneered private sector force account construction supervision and management services for rural Alaska. Lloyd Persson, P.E. joined the firm and worked jointly with Chuck and Brian to develop the capacity and depth of the firm. Lloyd currently heads the Engineering division of CE2. In 2003, Brian Aklin assumed the leadership role as president of CE2, and is the force behind the Construction Management division. We have also established a Building division to manage and direct the construction of Multi-Purpose Facility and Health Clinic buildings in rural communities.
Projects and Clients
Our projects to date in rural Alaska include sanitation roads, wells, water treatment studies, and design of water treatment plants, water storage facilities, piped
water and sewer systems, wastewater lagoons, house plumbing, and landfill design and closure.
Our clients include state and federal government agencies, cities, boroughs, tribes, housing authorities, school districts, health corporations and private industry. Our experience throughout Alaska, and particularly in the Yukon-Kuskokwim Delta, is extensive. We have ongoing projects (water and sewer or bulk fuel) in the communities of Akiachak, Atka,

Staff
CE2's core staff is comprised of 23 full-time office personnel and 24 seasonal force account construction superintendents. Our permanent workforce includes sanitation planners and design engineers, cost estimators, surveyors, drafters, plumbers, community planners, grant writers, permitting and procurement specialists, project accountants, and other support personnel. We perform planning, permitting, surveying, construction management, and civil and sanitary engineering in-house.
Northern Management
Our management division, Northern Management, works at the community level to support the sustainable operation and management of public infrastructure. Led by Anthony Caole, a former Tribal Administrator for Quinhagak Native Community and a long-term advisor to the Tribal Council, Northern Management specializes in municipal and tribal management, fundraising, capital project development, and planning. Their practical approach to development emphasizes accountability, strong finance, community and regional partnerships, and sound planning. By working persistently to overcome the odds, they have assisted their clients with achieving their community development goals.
